A chicken and a pig are together when the chicken says, "Let's start a restaurant!".

The pig thinks it over and says, "What would we call this restaurant?".

The chicken says, "Ham n' Eggs!".

The pig says, "No thanks, I'd be committed, but you'd only be involved!".

The analogy used is that management are "chickens" and the developers are "pigs". The chicken can provide food by laying eggs whereas the pig has to die to provide bacon. This means that the pig is committed, whereas the chicken is merely involved. Management are allowed to turn up to hear about progress but aren't allowed to interfere.
